This is an IOU that Santa left for Izzy - it's a drawing of a fish and a couple of bucks so he can get a new playmate for his fish, Kelsey . Jack bit the dust about a month ago.
Right after he saw that Santa ate 2 1/2 cookies and the reindeer ate the celery, he finished off the cookie.
